In the 2017 budget, the Saskatchewan government announced that it would be raising the rate of the provincial sales tax (PST) from 5% to 6%. The planned application of PST to travel insurance premiums in the province is strongly opposed by the Canadian Snowbird Association (CSA). CSA argue that travel medical insurance is tax-exempted in other provinces and territories in Canada, and Saskatchewan should not be different.

The Saskatchewan government only reimburses travelers to a maximum of $100 each day for in-patient emergency hospital services received outside the country. As a result, it is necessary for Saskatchewanians to purchase additional travel medical insurance when they travel outside of Canada. The government of Saskatchewan even recommends that people traveling abroad should get additional health insurance.

Also, Saskatchewanians generally purchase travel medical insurance from providers outside the province. They usually purchase the coverage for emergency medical care which will be obtained outside the province. Canadian provinces exempt travel insurance from retail sales taxes for several purposes. For instance, Manitoba does because health insurance that covers the health care costs of insured individuals is considered non-taxable insurance contract while other provinces such as Newfoundland and Labrador do because it relates to risk, peril, or occurrence outside the province.
