A study targeted on Outaouais health insurance indicated that it was largely underfunded by over $250 million per year when compared with other regions of the same size in the province. The study was carried out by Institut de recherche et d'informations socioéconomiques (IRIS) which compared western Quebec to Bas-Saint-Laurent, Saguenay-Lac-Saint-Jean and Mauricie et Centre-du-Quebec.

The study found out that the region is underfunded in areas like mental, physical and public health. An IRIS researcher, Bertrand Schepper, pointed out that Outaouais people have only 75 cents for every dollar spent in healthcare by the provincial government.

Furthermore, in 2017, the Quebec government spent up to $92.5 million to cater for the cost for Outaouais residents who travel to nearby Ottawa for treatment. Staff shortage is largely the result of the underfunding and it has resulted in overcrowding in health care centers. This forces some patients to seek healthcare services in Ottawa and Hawkesbury.

According to Schepper, the provincial government would spend up to $107 million to make up for the shortage in health care providers but spending the amount will result in an economic advantage that would cover the cost.

In the recently concluded Quebec election, Outaouais voters were primarily concerned with fixing the staff shortage problem. Candidates promised to fix staff and resource shortage in hospitals in the region.
